CargoNet is the result of founder David Shillingford’s vision of information sharing systems and police partnerships in multiple industries.

During the 1990s, David worked for the London-based Art Loss Register (ALR). ALR helped insurers recover stolen works of art through the management of an international database.

After relocating to New York and realizing that theft prevention and recovery techniques can help more than just the art world, David established the National Equipment Register (NER) and its database of stolen heavy equipment in 2001.  ISO was an early supporter and eventually acquired NER in 2007. Today,  NER manages a database with millions of ownership records and theft reports and has helped law enforcement recover millions of dollars of stolen farm and construction equipment.

Following up on  NER’s success, David and ISO initiated a two-year study on the problem of cargo theft and the need for a national information sharing system. The study involved in-depth industry analysis and discussions with insurers, transportation companies, logistics companies, manufacturers, retailers, and law enforcement. The resulting system is CargoNet.
